Introduction
Gujarat has been one of the frontline States in the implementation of key e-governance infrastructure, policies & projects.  Independent agencies have rated Gujarat among the most e-prepared States in the country. State Government has adopted innovative and progressive policies for promotion of e-governance in the State. The approach of “think big, start small and scale fast” has helped realize sustainable results in most initiatives. The e-Governance initiative in Gujarat is based on 3 fundamentals:  Responsiveness, Transparency and Accountability. These initiatives thread through the various government –citizen interfaces across the governance structure i.e. State, district, urban (municipalities & municipal corporations) rural (Panchayat) levels.
 
Enabling Mechanism
  Government of Gujarat has spelt out following enabling mechanism for smooth implementation of the e-Governance policies and projects:
 

a.     All departments have prepared their IT Action Plan

b.    2 to 3 % of the State Government budget is committed to IT related activities.

c.     For ensuring smooth implementation of IT projects, each department has nominated Chief Information Officer (CIO) and technical persons have been deputed as System Managers.

Government has made CCC (Course on Computer Concepts) and CCC + certification mandatory for new recruitment and promotion of government employees
   
Infrastructure
 
Government of Gujarat (GoG) has laid solid foundation of e-Governance by setting up of common ICT infrastructure consisting of Gujarat State Wide Area Network (GSWAN), Sachivalaya Integrated Communication Network (SICN), State Data Center / Server Farm, e-Gram/Common Service Centers (CSCs) and Integrated Workflow and Document Management System (IWDMS).
   
Policies
 
Gujarat Informatics Ltd. (GIL) was established on 19th February, 1999 as a nodal agency for the development of ICT in the State. Mandate of GIL is to promote ICT and accelerate the process of e-Governance in the State. In order to facilitate speedy implementation of e-Governance projects, GoG has come out with various policies related to the procurement of Hardware/Networking components,  System Integration/Services, selection of Total Solution Provider (TSP), Training of Govt. employees, Website development & maintenance etc
   
Projects
 
Some of the major e-Governance projects successfully implemented by GoG include VATIS (Value Added Tax Information System), HMIS (Hospital Management Information System), e-Dhara, e-Nagarpalikas, e-Gram, e-Procurement, SWAGAT (State Wide Attention on  Grievances by Application of Technology), Jan Suvidha Kendras in all District Collector offices, City Civic Centers in Municipal Corporations, etc. Similarly, for skill upgradation of engineering/MCA students ‘College to Career’ Program has been implemented with the help of renowned private sector IT companies such as TCS & Microsoft so as to train students in the area of current industrial practices by IT Industry experts.
   
eGovernance Awards
  E-Governance initiatives undertaken by Government of Gujarat have been recognized by various independent forums e.g. Department of Administrative Reforms, Govt. of India, Computer Society of India (CSI), Skoch, etc.
