e-Dhara – Land records online

Objectives: The primary objective of Computerization of Land Record Project was to achieve Complete Computerization of Land Records across the state. Elimination of Manual Records, computer controlled mutation process and self sustainability are the leading objectives of e-Dhara system.

 

Project Description:

BhuLekh Soft with RoR@Village feature was then used over the Gujarat State Wide Area Network (GSWAN) and Storage Area Network (SAN) with the e-DKs to provide services from village panchayats. Integrating BhuLekh Soft with the Vishwa Gram project enabled farmers to get RoR copies from the village panchayat itself. The talati in the village would post the request on the intranet and the Deputy Mamlatdar in the e-DK would process the RoR and upload it to the SAN. This enabled the talati to print it over the intranet in the village. RoR@Village has been operational in 593 villages from 86 talukas starting from January 2006. It has been decided to roll out to whole state. RoR@Village concept can be implemented as RoR@anywhere with private participation.

 

BhuLekh Soft has good MIS capabilities. The data can be queried for mutation application and entry status, tenure statistics, land use statistics, land type statistics, tenant details, crop details, irrigation details, the agriculture census and other details. It is also searchable by khatedar name, khata number, survey number, farm name and so on.

  • Used MIS data in land reforms and future planning
  • Now, reducing efforts of other stakeholders to validate and use land records
  • Easy in administration of other land related department like acquisition, grant etc.

 

Status:

 

  • e-Dhara has been implemented in all the 227 talukas of 26 districts, covering 18,526 revenue villages.
  • About 98 lakh RoRs and 58 lakh land accounts records have been computerized.

  • e-Dhara Kendra:

    Copies of RoR till Oct. 2007 – 38,852,985

    Amount Collected till Oct.2007 – Rs. 242,145,960

    Mutation carried out till Oct. 2007 – 700,000 plus

  • Integration of land records with registration process is already in progress. It is now planned and envisaged the Agriculture Census from land records data.
 

Future development of the system will focus on disaster recovery and management capabilities and on enhancing the system to benefit other stakeholders, such as financial institutions, agriculture department and the judiciary. Also, there are plans to integrate land records data with spatial data and with data on survey settlement activities.
